I don't know who made the rule..but I think it is stupid..and puts too much pressure on people when they are at parties or social gatherings for New years..

I think what you should be doing when the ball drops is what you want to do all year. Kissing is great, but I'll also take dancing. General merriment, cheer, and good friends are a must.
