It means if you love someone, play dirty to claim them, because all is fair. (lieing, cheating, whatever a mind can come up with)
It's actually not a cute quote (sorry) It's kind of a stalkers mantra.

It means that love is like a war. There are dozens of battles. You win some, you lose some. And there is only one winner, unless you too can equally express the way you feel about each other...
