in other words : Is this universe fined tuned ? is it by chance that all the physics constants (speed of light,gravitational ,plank constant ...) happen to be so right for us to exist ?

All worlds and creatures are the work of the Creator, the One True God. A designer may take time to think and to design, while God depnends not on time or space. Science may have discovered some realities in the immense universe, but it is still too far for it to gain all knowledge. The mentioning of hazard proves that our thinking is still childish, because all children can say the cause of all things is hazard.

We are the result of natural processes.
The environment wasn't made for our lives. Our lives evolved to fit the environment. You have it exactly backwards.
Why do you think there are so many extinct speices? The earth's environment has changed many times throughout the course of its existence.
There is no evidence for a designer. If there was such a being, he sure did a lousy job with humans.

That's one where you can't answer the question from the data.
If the universe was designed it might look pretty much like this.
If the universe wasn't designed it might look pretty much like this.
(In any universe with significantly different constants we wouldn't be here asking the question, so no such universes can ever be "seen")

asking if the universe was fine tuned for human life makes about as much sense as asking if a random hole in the ground is fine tuned for a puddle.

There are so many finely-tuned parameters that are necessary for life to happen that it takes more faith to believe that there is no Creator.

There is no such thing as hazard. So I guess it is design. But this leaves us a far cry from understanding a designer.
