i dont know what it is, but its not fleas. i know beccause i gave my dog a bath and she doesnt have any.

Maybe mange. Go to the vet, please! Wouldn't you go to the doctor if you had something like this? Think about it.

The pictures I saw on the internet are not very clear. If it is NOT fleas, I would suggest that it is either:
(1) "Hot spots" which are caused by a number of conditions...one of which is an area that constantly gets wet and never truly dries...There are medications available for this. Also there are foods and cookies contining zinc shich really do help.
(2) Allergies...dogs can be allergic to various things. The most common allergy is food. Most foods (especially cheaper products) contain a lot of wheat and some dogs cannot tolerate it. You could try a wheat free diet (that includes treats). Other allergies are environmental and for that you would need to figure out the trigger.
I am sure your vet could help you out. I would strongly recommend a visit.
