It is called bioavailability. More than 0% is active, less than 100%
is referred to the bioavailability of the drug. Unless you are referring to pharmakinectics which includes absorption, metabolism, distribution, and elimination of a given drug. I think you probably are looking for "bioavailability."

Normal? If it has 0% efficacy it's not a drug, and nothing has 100% efficacy, so all drugs on the market fall somewhere in that 0 to 100% range.
