Everyone so far has said to call a non-emergency number. I live in California and there are signs posted on the freeway to call 911 immediately to report a drunk driver.

Phone the police with details of car rego, make and model of car, description of what the driver looks like and is wearing, details of any passengers involved, the location of when and where the above mentioned occurred . Also whether or not any injuries have occured to people or damaged property has happened due to wreckless driving. Ring for an Ambulance as required. Most important, if you are unable to remember all of the above listed details remain calm and be as descriptive as you possibly can about what you witnessed when informing the police.

If you have a cell phone call your areas emergency number, in most cases "911" give them a description of the vehicle, if you can see the plate # give that as well. If you have to wait until you get to a phone make sure you have wrote down the plate number as well as the vehicle info, by then it may be too late. keep in mind to keep a safe distance, drunk drivers are unpredictable.

In my state, if one sees a drunk driver or reckless driver one only has to hit star 47 on their cell phone, direct line to the fuzz.

I always call 911, and follow the driver until the police show up ... unless he's going 95 MPH.

Call your local police. Do it ASAP! I was hit by a drunk-driver when I was 15 and almost died. Please call right away!

Just phone the police babe but not on a mobile when you driving, make sure you have the reg. number and hope they take notice and catch them.
