You call the police in the area they're driving in and tell them the name of the dtriver, where they're going from, and where they're driving to as well as the make model and reg no if possible of the car they're driving and thats it.
If you don't know the person, then still call and give the police as much information as you possibly can. The police will still do something about it.
You can remain anonymous if you want to.
Also.. can I just say, don't feel guilty about it either- you just might save a life!

Call the police and give them their car registration number, name and address if you know it. If it is someone you don't know, where you saw them when they were drunk, which direction they drove off in. As much information as you can give them. Depending on how busy they are, they probably won't do anything about it, but if this person should have an accident, you would be able to give a statement saying you saw them get into their car and drive away drunk. call the polis
by the time you report the offender, they are likely to have gone home, had a beer and so the police cannot prove whether they had a drink before or after they were driving. typically, the idiot I reported did this.

Get the registration number, colour and make of the car, and phone the police, they will do the rest. (I think you can do it anonymously if you are concerned).
It is a shame that more people don't take action against drunk drivers, even if they are their friends or colleagues.

does´t matter where they come from, report them to the police, it´s not just there own lives they are putting at risk ,it´s also innocent people too , do the right think & phone. Merry Christmas

WRITE DOWN HIS NUMBER AND TYPE OF VEHICLE AND PHONE THE POLICE AS QUICK AS POSSIBLE SO THE DRIVER CAN BE CAUGHT IN THE ACT. IF YOU ARE MOBILE FOLLOW HIM / HER TO MAKE IT QUICKER FOR THE POLICE TO CATCH THE CULPRIT THE MORE DRUNKS THAT ARE TAKEN OF THE ROAD THE SAFER THE REST OF US ARE .WELL DONE!
