Small breed dogs are notoriously hard to housebreak, and the older they are, the more difficult it can be to change the bad habit. I'm not sure of your history with the dog (how long you've had her, when it started, if there's any pattern to it), so I'll just shoot from my hip and give you the basic tips.
You should choose a specific location in the yard designated as the 'potty spot' - no play should happen here, just pooping and peeing. It's a good idea to go out each time with him and praise him enthusiastically when he eliminates outside. Consider teaching him a 'go' command by saying a command word (our dogs know 'hurry up') in a positive tone each time he squats to eliminate.
He's obviously old enough to control her duties, so his going in the house is just lack of understanding rather than necessity. In a perfect world, you'd bring him back into the house after going outside and putting him directly into a crate. A dog as small as a Pug should be fine in a cat carrier - he only needs enough room to stand up and turn around. The idea behind the crate is that dogs will not eliminate in an area they can't get away from - it's a matter of sanitation. After he comes in from outside, put him in the crate for 10 to 15 minutes (or however long it usually takes him to drop trow on your bed). When the time's up, take him directly back outside and praise him if he goes outside. The hope is that in removing her opportunity to go in your bed, he'll eventually understand that outside, not inside, is where he goes.
Should he have a mistake anyway, punishment is generally not indicated. I can tell you from experience my own with a particularly thick-headed dog that I understand your immense frustration in finding messes on the floor, but some kinds of correction are counter-productive. If you catch him in the act, interrupt the behavior by saying 'no' and clapping your hands (we're looking to startle him out of it, not scare him). Take her outside immediately and praise her when she goes. If urine or stool is found after he's gone, don't even bother correcting him. I know it's popular to put the face in it and beat the bottom, and yes, while the dog recognizes that it's their mess and that it's inside, they will not make the connection. I wish they did - it would make things soooo much easier. Unfortunately, it's not that simple. I would, however, be certain to clean up any odors with enzymatic cleaners to absorb and knock out any organic material that might encourage him to go there again.

I really only got halfway down your question ..... but the outstanding answer to all of this is T R A I N I N G. This lad is a one year old hooligan because he's been SPOILT. He needs to learn that he's not in charge (and the humping his brother and the others is all part of the fact he's totally dominant!!). I don't often say this, but this lad is a prime candidate for the snip. It might calm down the raging hormones at least, although once again, castration should NOT be seen as a cure all and should never be done as a substitute for training. Please get him into some classes, if only to give you some pointers as to how to handle him - and fence your property, front and back, so he can't escape!! Add I've just seen you also have a 12 week puppy FEMALE. All the more reason to get him castrated, and under control before your puppy is following him down the street etc.etc.

rub his nose in it say bad then shove him outside for 5 mins keep doing this it takes time but he will learn also he will learn the word bad so if you see him going to do it shout bad at him and he should stop dont train him to do anything else untill he is house trained

Take him out 24-7 and put a bell on th door take the puppy and put his nose on the bell and take him out side and he will learn that when he rings the bell you will open the door!!!!
