I have lived in the middle of the Mojave Desert for over 50 years. I don't have fog lites and will guarantee you they would do no good in a sand storm. Sand ain't like fog, sand takes your paint off and tears up your windshield. I would guess these people in desert cities are tourists, flatlanders we call em.

The wind will swirl up the sand and that has the same
effect as driving in fog. And since there is no prior warning
when that will happen, it is safer to leave the lights on.
