I mean the type of picture that consists of lots of small photos that when looked at from afar looks like a larger image.

It is called a "photographic mosaic". Anything made up of little pieces of a material or materials to create an image or pattern is basically a mosaic.

That depends on the type of media that you use.If you use all photos then it is considered a montage,but if you mix photo images with other media(pastel,charcoal,oil,acrylic,watercolor.gausche paints,or even high or low relief sculptures,or anything else ofr that matter),than it would be a collage.Thanks.

i know its called Photographic mosaic because i make them all the time and they are really fun to see what u make of tiny pictics
