Try not to read too much into it. A lot of people aren't comfortable saying it, that's all. Judge the success of the relationship based on how things are going (the actions) rather than what is said (the words).

Be patient. If she is that right person for you, the "I love you too" will come... Maybe she is shy or is afraid to use such a strong word. I suggest you wait. But don't say "I love you" again until she doesn't give you a sign (or say the actual words) that her feelings towards you are similar.

She might not realize she doesn't say it, so look into her eyes the next time you say it, and then ask "do you love me too ____?"

Simple, but it works.

It just means shes not ready to say it yet. to some people its a big thing to say something like that, just give her some time. patience is all that is needed.
