Are you sure that she had all of her puppies and delivered a placenta with each puppy? I would take her to the vet ASAP! There are many problems that can cause this, like not delivering all of her puppies or all of the placentas and an infection.

You need to try feeding her three small meals a day and try her on canned food at first her insides are going into position from being pregnant and she needs soft food for a few days, she needs all the food she will eat right now she needs to keep up with the demands of nursing if she doesn't start eating soon call your vet. Also make sure she is drinking plenty of water or she will dehydrate and that is not good for her or her puppies.

If she ate the placentas, she might not be hungry. Get some liver and boil it. See if she eats that. If she still isn't eating in another day, you need to see a vet. Hopefully, there is not a reatined puppy or placenta. Did you make sure one came out for each puppy????

She isn't eating much because when she was pregnant female dogs usually eat much food. And after giving birth the food is left over and was being produced while pregnant. So your dog has already produce food and is feeding it to her pups after a couple of days she should be eating again if not cantact your local vet.

Tell your brother's friend to get a book on whelping puppies. The dog is not eating her puppies.
