ummmm...... no. you need a passport, and to get a passport you need your birth certificate, or other proof of citizenship, so otherwise, your screwed.

If your trip is real short, you might get away with just a drivers license, but I wouldn't count on it. And there's probably no time left to get a replacement birth certificate, since tomorrow is Sunday and also Christmas eve so the government agencies to replace birth certificates won't be open.
Are you going on a cruise, or just flying there? Call the cruise line or airline and see if they have any suggestions.
As to passports, you're right against the deadline for needing one:

While recent legislative changes permit a later deadline, the Departments of State and Homeland Security are working to meet all requirements as soon as possible. If you are planning on returning after January 23, 2007, you will need a passport to re-enter the USA if arriving by air. A birth certificate will not be sufficient after that date.

Normally you could go to the court house to the couny you were born in and get a copy that day. Its a little late for that. If you had it you could still get out of the country, but if you are coming back after New Years you would have to have a passport to come back in. I recommend getting your passport as soon as you so you never have this problem again.

Post -terrorism life would be no---you've got to have proof of identity. If city offices were open where your at now, I'd say go there for a copy...but.....

you could get another birth certificate. just proove u are who u are by things like your license or some other sort of document. u know the movie with J-Lo "Enough"? well it worked for her. she pretended to be someone else tho. hope u can still go!
