The Bible was written to believers, so that we could see what God has said to us. Nonbelievers can not understand it. But when someone has the Message explained to them, they are able to see where the Bible has truths.
That's why people who don't believe in the Bible have no basis on which to critize it.

The Bible, the first five books, was written to and by the Jewish people (Torah) and the rest of the Hebrew Bible (Old Testament) is a series of stories (partially historical) about their lives. The New Testament was written mostly to followers of Jesus -- but some of those followers believed different things. There are a lot of letters there written to specific communities (The Ephesians for example). To think that those letters were originally written to anyone alive today might be a bit of a stretch.

Both. If you are a nonbeliever then hopefully if you read the Bible you will accept Jesus as your Savior. If you are a believer, it is to read the word God has written for us..

The mainstream bible is for people who want to believe in their own way. King Constantine misconstrued the Bible to say what he wanted it to say. The original New Testament was lost and now found. It was hidden by the original Christians who had to go into hiding at the time of Christ because they where being killed by the government. It is called the Gospel of the Nazirenes. go to gospelofthenazirenes. for complete details. It is the original teachings of Jesus, before Constantine got to it.

Most of it is written to believers. Quoting it to unbelievers is usually not very useful, unless they are interested in knowing what the Bible says. The only "Bible" most unbelievers will "read" is the life of a believer. Kind of frightening, when you think about it.

The Bible was written for all generations that came after the apostles and prophets and Christ were no longer here on earth. All scripture is given by inspiration of God... Timothy 3:16,17
Go ye into ALL the World and preach the GOSPEL to EVERY CREATURE, he that believeth and is baptized shall be saved he the believeth not shall be damned. Mark 16:15,16
Acts 17:30 And the times of this ignorance God winked at but now commandeth all men EVERYWHERE to repent.
The GOSPEL is for ALL.
We ALL have to choose to Accept God and obey his word or we can choose to reject God and his word.
Heaven or Hell it is our choice.

The bible as a whole is for all us, believers or not. It is like a manual to guide us in living. God wants us to know him personally through it.
2 Timothy 3:16Â All Scripture is inspired of God and beneficial for teaching, for reproving, for setting things straight, for disciplining in righteousness, 17Â that the man of God may be fully competent, completely equipped for every good work.
“Jehovah is not slow respecting his promise, . . . but he is patient with you because he does not desire any to be destroyed but desires all to attain to repentance.”—2 PETER 3:9.

Both,
To nonbelievers: it shows the path to believing, and also is a history text,
To believers: it serves as instructions for living, raising children, as well as edification.

Christ died for all of us...for the world.
John 3:16-17
16"For God so loved the world that he gave his one and only Son,[a] that whoever believes in him shall not perish but have eternal life. 17For God did not send his Son into the world to condemn the world, but to save the world through him.
1 Corinthians 1:18
18For the message of the cross is foolishness to those who are perishing, but to us who are being saved it is the power of God.
Christs Blessings!
