Church of Steel has some amazing artists.

Avalon tattoo (both 1 and 2) has unbelievable artists, too.

PB shops (other than Avalon) tend to cater more to the surf/frat crowd.

Ask around for those that specialize in portraits. Alot of people will say that they can do them but you need to feel confident about their work and such. In terms of waiting months....might be worth it to wait longer to get it. I am getting the profile of my daughters face and she's going to look like she's coming from my skin done at the end of Jan. The wait list for that though during the week was almost 4 months for during the week. I booked back in Oct. The guy was booked on weekends until May. If you want one that's good, it's also going to cost....good tattoos are not cheap.
My tattoo artist if you want to check him...people have flown in from all over the world to get inked by him. www.daweitattoo.com

I'm not familiar with tattoo artists in the San Diego area, however I did a search and came across this one http://www.fiptattoos.com/tattoos-portraits.html. He shows some of his work on-line for anyone to review.
If you know people who already have tattoo's, word of mouth is usually the best advertisement. I find that the best tattoo artists are the ones who are true artists and can freehand their work.
What a wonderful tribute to your mum.

A picture in a prominent place in your home is certainly something that would suffice. Your mother would NOT want you to defile your body and risk hepatitis doing something that you'll soon regret ..

aaahhhh CREEPY. Your mom would not want to be "displayed" on your body anywhere....Gross. Find a nice picture of her and put it in a frame on your mantel..NOT your body.
