Well, a horse whip was designed to sting through thick skin whereas the flog was designed to cause severe subdural bruising. It depends on if you want to draw blood or not.

Now, the Roman method of flogging was three lashes followed by a pause of about ten seconds to let the pain really sink in and the subdural hemotomas spread the bruising throughout the skin.

The whip, on the other hand, would be better used in a constant, slow pace to add one pain sensation on top of another. The trick there is to spread it around, if a nerve center gets overloaded, then it shuts down and the area goes numb. Divide the area into quadrants and alternate between them regularly. Afterwards, a little lemon juice is always a good aperitif.

Personally, I would go with a sturdy cat-o-nine-tails for maximum damage that cuts into the skin only superficially. After all, you don't want to kill the guy, then where would you find anyone to whip?

Horse whipping is only done by commoners to commoners. Flogging is usually considered more respectable for the upper crust. Then again, whatever happened to burning at the stake? It sends a positive message to the rest of the help.

Are you really waiting for the answers to come back to you before you take any action? What a dilemma! FYI - a large % of people (includes me) drink their tea with milk and sugar / substitute. That is the English way.

Neither, you can be charged with assault either way. Just remind him that you like lemon instead of milk in your tea.
