Depends on the doctor, I have had the same problem. It could be that the antibiotics aren't helping, and if possible it might help to try other kinds. I live in the US and things are done differently as you pointed out, so I can't be sure anyway, but here they have started wondering if meds are worth giving since they don't always help. There are drops that numb the pain some, and some are also antibiotics, but again, sorry don't know availability in UK.
I do know sometimes, and I was told it was something they started doing in the UK, puncturing the membrane, so the infection can drain. Sometimes putting in tubes. This seems to be better than if they rupture, I haven't had that happen, mine have always ruptured before that point.
There are herbal remidies, I don't know how available they are either, but they may provide some relief. It is important to check first since they can be bad to use while on certain medications. They don't cure either, it just helps with the pain, and pressure. Good luck.

My son has tubes and his ear infections would last a while if he did not get the right kind of antibiotic. Ask for a different antibiotic then you have already taken. If that does not work then I would ask for the referral

Chances are your next visit to your GP will elicit the referral. If not spontaneously, you could broach the subject. Your GP shouldn't be offended if you ask.
