I think that it is flattering. Maybe he wants to ask you out but does not have the courage to do it. If you think you might like to date him then try smiling back and next move to waving and next to speaking. Who knows he might turn out to be a nice guy. Ask others in the office what kind of guy he is and go from there.

be flattered...he thinks you are attractive...leave your door open,, and the next time he walks by...ask him for a favor..like if he could empty your trash basket, or put a letter in the mail for you...if..that leads to friendly conversation...its a good thing...if it doesnt..it will just show him that you are aware of him, and not afraid to engage him..and if it was a creepy kind of thing..it just puts him in check...either way though, you will feel empowered...by the way... most guys will look at an attractive girl...we appreciate an attractive girl, much like you women like to look at shoes and purses

The next time you catch him looking at you, ask him in a helpful way, "Did you need my help with something?" Don't be snarky about it. Discover what his reaction is and then you'll have a better idea whether you should be flattered, grossed out, or embarrassed.

You might be looking to deep into it. If he's just glancing as he walks by, he just may be an observant person. If he is staring at you, look up sweetly and ask if you can help him with something.

It could be any number of things - that he's being nosy, competitive, and views you as a rival career wise. Other possibilities, are that he finds you attractive or intriguing, or is infactuated. The only way you can possibly tell is if you look back at him for a reaction.

He likes to look at you. That's a nice thing. If you start seeing him everywhere you go, you might want to ask him to stop, unless you like him too. If you don't, and ask him to stop, and he doesn't, you are then being stalked, and I'd speak to the boss, or the police, or both.

I would be flattered if all he is doing is looking. He must find your attractive/interesting. Nothing wrong in that!
