Try melatonin to get some good rest. About 3mg is the usual dose. Cost would be $5-10 at a drugstore or health food store.
If you also have wake up insomnia you may also be deficient in magnesium. To help that try eating a handful of almonds daily. Pistachios and cashews and Brazil nuts are good too.

Drink lots of water, as the dark circles under your eyes are fluid retention, so to flush the fluid through, its best to drink lots of water. The tip about raising your head and also putting an ice-gel mask are also useful, as they will all help the fluid to drain.

Sleep with your head elevated on say two pillows. This will drain the fluid from your eyes. Trust me, it works. Also you can buy a freeze mask to sleep in, that also works. I just sleep as said, and rub some ice cubes under my eyes for a minute straight and VOILA, it works.

Dark skin under the eyes can be a sign of lack of sleep. However it can also be attributed to sinus issues and your ethnicity. Some groups of people just have darker skin under their eyes, regardless of how much sleep they get.
