Don't worry, your wine was not tampered with. Those holes are put there by the bottler in order to keep thehumidity level at the top of the cork at an even keel. If they were not there, the foil on the top of the bottle would seal the cork off from the air outside, possibly without moisture, which would cause the cork to lose its moisture, thus causing the integrity of the cork to be jeopardized, because it would dry out and probably crack, which could in turn cause the wine to go bad. So crack it open and enjoy!!!
this is also why wine bottles should be stored on there sides, so that there is wine touching the cork, once again, sealin it. Hope this helps, and ignore the idiot conspiracy theorists. Unless you ARE poisoned, then you never heard from me...

You aren't the first one to have this happen to you. I'm in charge of a cellar for a local wine group and we have 6 bottles with similar holes in the top of the cork still perfectly sealed. It is possible, depending on the age of the wine and how long those holes have been there, that the wine may have oxidized. The only way to know for certain is to open up a bottle and if it smells like vinegar, it's bad. Do not sniff the end of the cork though when you're testing this out - sniff into the bottle because that will give a more accurate scent.

If they look like small puncture holes from a needle or something, then its NOT supposed to be there. I have bought a few bottles of wine that did have two small holes in the plastic covering the top of the bottle though. They are to let the cork and the wine breathe a little. If they look like they are part of the package, (both the same size, and in relatively the same spot on either side of the cap) then don't worry about it and enjoy a little vino.

Cork does have a lot of little holes in it, thats why they use it for corking bottles it soft and not like hard wood. Hard wood does not swell and shrink enough it would break the bottle neck, but store wine laying down so the cork is kept moist.
