Western society has reduced the breast to an impliment of sexual desire. Though the deep-rooted attraction to them springs from the perception that any offspring sired with a female with large breasts will be well fed, and thus more likely to survive. The over-sexualization of the breast has caused our hypocritical puritanical society to require them to be covered. It has only been recently that women are exercising their right to use their breasts to the purpose for which they were designed in public.

Cultural bias. Tribal men wear loin cloths. Tribal men hunt - not work at the 7-11. There are many differences. Not everything is relative to breasts.

Probably because our society percieves it to be 'indecent exposure' and will lock you up if you walk around with your **** hanging out.
