Totally Roman Noodles, They are like 10 cents for a package and don't require anything but hot water to make them. I lived off of this stuff in college. I could eat for a month off of 5 bucks.

Ramen noodles all the way. They are a lot cheaper, and you don't need to buy any milk or butter to mix in with it; all you need is a working tap and a microwave. Also, with all the water in ramen, it is more like a soup than just pasta, and you can add things to it much easier. Toss in some shredded carrots, maybe some left over chicken or something... Pretty much any take-out (Chinese, Thai, Mexican, etc) you have had can be added to the ramen and it will taste good.
The only thing I know that you can add to mac and cheez is maybe some taco seasoning and some ground beef or make tuna noodle casserole*. I love mac and cheez, but when it comes to broke, ramen wins.
Make sure you eat other stuff also, or you are going to get in trouble health wise. Apply for food stamps if you are super broke.
My super easy Tuna Noodle Casserole:
1 can condensed cream of mushroom soup
1 small can of green peas, drained
1 box mac and cheese
1 pack or can of tuna
Cook noodles, and in a casserole dish mix the cream of mushroom soup and cheese sauce. Mix in the tuna, peas and noodles. If it is too thick, add a little bit of milk or water, but you probably won't need to. If you have some croutons, crumble some up on top of it. Bake in the oven at 350 F until hot throughout, about 20 minutes. Very good, cheap, and tastey.

Hit the food bank or emergency pantry. It will supplement your food supply so you can spend your money on something fresh to make with the stuff you get. You can pay back the food bank when you get a good job with donations or vollunteer work. I personally would invest in rice, green onions, carrots, frozen peas, peanut butter and yogurt. Make your rice and before you lid it toss in the chopped veg. Make a quick peanut sauce with the peanut butter and plain yogurt, season with salt or garlic salt and soy sauce if you have it. Quick, healthy, stores for a few meals, and is quite elegant when you are poor.
Also, the stone soup idea. Invite all of your friends over and ask them to bring an ingredient for soup. Make a hearty stew and have a party at the same time. Good fun and good food.

Another cheap @ss meal is to boil some water and add chicken soup base and diced onion. After it boils add some wide egg noodles and cook til done. Maybe add a little butter and pepper. Ramen noodle are cheap as hell, but like Clarkie said, LOADED with salt! MSG too.

If you are low on cash this is a very easy and healthy meal that anyone can make and its fast.
1 cup of mayo
1 cup of vinegar
1/2 cup of baking soda
1 tea spoon peanut butter
2 chopped carrots
This makes 4-5 servings
You can freeze or put it in the fridge for later.
Mix together and cook for 30 min on stove or 5 min in microwave.
It is easy, nutritious and surprisingly good.
