It isn't wrong, if you don't feel confortable, don't let nobody kiss you. The same thing happened to me, and after that we yçtalked and he was such a gentleman, and he understood, then when I wanted to kiss him I HAD TO MAKE THE MOVE... CAUSE HE ALREADY HAD MADE HIS. And if the guy likes you he'll understand, but remeber if you don't feel confortable doing something then DON'T DO IT...

Absolutely not. You both should be ready, before kissing gets involved. He should respect that it wasn't the right timing for you.
Be careful though, and leave the relationship if he tries to force it upon you. My first boyfriend got real mad when I refused to kiss him, and he actually ended up hitting me.
