I've got a 'bog standard' epsom perfecion 3490 scanner, I can view and transfer old negatives and photos documents etc no problem. Cost me about £40.

You could make up a light box with a sheet of white paper to view negatives. Use bulb that does not get too hot for the box size.
If you don't mind spending some money, most of the photographic shops that deal in older equipment have them in stock.

Some flatbed scanners come with a negative adapter which allows negatives to be scanned to positives. They are cheap and easy to use. For example, you can get a Hewlett Packard L1945A
SNH-SJ3800 for under £60

Try scanning them as normal.
Loads of software shows a negative image.
A negative image of a negative is of course
what you want.
