I like to find a free video converter that can convert IFO files to WMV or to a file that can be used on DVD players. I think IFO is suitable for DVD players so a converter that can convert WMV to IFO would be suitable, can you please help me?

I doubt, very much, that you'll be able to convert .ifo files to .wmv, simply for the reason that .ifo files are information files that tell a DVD player where to find chapters and audio tracks.
I'm sorry, but I haven't been able to find (in my 2 minutes of searching) a free convertor. I will tell you this, though. ImgBurn won't do it.

try the free programme imgburn this will convert and burn most file formats ,failing that try tmpencoderor all video converter
