I have a friend whom I have known for a long time I like her more tdhen a friend she just got a boyfriend?

what do I do? should I tell her? should I hope they break up or is that wrong?

Just tell her how u feel. If it doesn't work out u can move on without this problem on your chest. Even if u can't be bf and gf u can still be friends.
