My dog eats her own feces. We have tried pinapple juice and monitering her outside, but it hasn't worked.Help!

Our dog, who is a Maltese and 3 years old, eats her own waste and our other dog's as well. We have tried putting pinapple juice in her food, and keeping a watch on her outside {saying "No!" and scolding} but nothing has seemed to work so far.
