He has refused all of my efforts, spray cans, wigs and tupays(however you spell the name of those fake hair pieces) I try so hard!!

My guy is getting there, but I discourage hat wearing. Have heard that adds to hair loss. May be a wives tale but I don't want to take any chances :) Besides, I am with him because of him not his hair....

You actually used spray-on "hair"? That's worse than a hair piece! I didn't even know that stuff was still out on the market. Probably b/c I haven't seen an infomercial for it for about 10 years.
Anyway, the best thing to do is to get some clippers, shaving gel, and a razor and make the rest of his head match that bald spot. Go ahead! It's only hair. If it doesn't agree with either of you, it'll grow back. But you and he may actually like it, but you won't know unless you and he are willing to try.

send him to a dermatologist.
often they can do cortisone injections to make the hair grow back
