Yes, to an extent . Dogs can have what is called lense luxation. Some of these dogs can see better on some days than other. Some can become blind all together and most have glaucoma as well. Read here about it. http://www.eyevet.info/luxlens.html

Animals ( and people ) are either partially blind or blind. They cant be blind one day then the next see fine, then the day after that be totally blind again. It slowly progresses over months and years until you finally lose eyesight.

yes so can a person. They can become snow blind, sun blind, and stuff like that dont worry

well not really

some dogs when they get to be older they loose their vision. It may recover for a few days but then... no.
