I am trying to call a family memebers last location but the phone number I dial gives me a recorded message that this line does not receive calls and is for outgoing calls only

pdidididy IS CORRECT. THE PHONE MAY BE UNLISTED. THEY MAY NOT HAVE A SECOND LINE, ECT. YOU MAY HAVE TO DO MORE DETECTIVE WORK LIKE: GO TO THE REAL ESTATE TAX RECORDS FOR NAME OF NEIGHBOR THEN LOOK THEM UP USING THE WEBSITE BELOW. THERE ARE THE COUNTY VOTER REGISTRATION SITES ALSO. USUALLY YOU CAN PUT THINGS TOGETHER AND HAVE ENOUGH INFORMATION TO GET IN TOUCH WITH THEM. OH YEAH, SAY THEY USE A CELL PHONE FOR INCOMING CALLS---.?? HAVE FUN DIGGING.

You don't. If it is for outgoing calls only then it cannot accept incoming calls. Your call is considered an incoming call, therefore it is not possible to call this phone.

Run a reverse look-up and see if there are other phone numbers at the address.

The person who owns the phone has to change that.
