REAL ANSWER

Microsoft WON'T admit to this but they are after the illegal distributors "the dealer", it is their main concern that everyone gets a legal copy, NO QUESTIONS ASKED.

If he gets caught, he will get an annoying message reminding him that his copy of Windows is not GENUINE and he should contact Microsoft to get a legal copy.

Microsoft won't press charges or anything, they will even sell you the legal copy at a discounted price if you send them via mail the illegal copy disk along with information leading to the people who sold it to him.

He has plenty of opportunity, hope this helps.

So many people do this, I don't think much can happen to him. That, plus the chances of him getting caught are nealy zero.

Not that I'm encouraging it. If you DO get caught, you're in for trouble. That, plus you'll lose some benefits, as somethings WILL notice. I believe IE7, for example, will check for this.
