scant means "no more than" in cooking parlance.
So, don't add one drop of milk more than 1 cup...

It means just shy of one cup......say a couple tablespoons short of a full 8 fluid ounces, so not an exact amount, but close enough to a cup to call it a "scant cup of milk"

Not quite up to full measure. For example: a scant teaspoon of an ingredient would be less than a teaspoonful as opposed to a level teaspoon, rounded teaspoon or heaping teaspoon.

My grandmother would have said more than 3/4 cup, less than one full cup.
