Hide the toilet paper for awhile and give her something else sounds like she needs to play, get her a string type toy also give her a leftover toilet paper tube, it'll sort of roll around and it might help. Once you've broken her little pattern put the toilet paper out again and when she goes for it tell her NO firmly, to yell though, that will only scare her and you have to tell her no when she's doing the deed not after or she won't have a clue about what your telling her. Cut the middle section out of a clean 2-liter soda bottle so that it was the same width as the tissue roll. Then cut a slit down the whole length of the cylinder. This is easy to slip off and onto the roll of tissue, and your cat can’t get to the paper.

Keep the door to the bathroom closed or take the T.P off the roller and put it out of his reach, paper can be very bad for cat's and even though they love to play with it, it is not good for them to eat.
See if you can get him some other kind of toy that would keep his mind off of the bathroom and the T.P... GL M

I keep all my bathroom doors shut. This keeps the dogs out of the garbage and the cat away from the tp roll! It is an easy habit to get into. Just shut the doors! :)

I have a kitten that is a paper shredder too.
Put the paper up HIGH where it is less noticed.
Get a squirt bottle and water. Put it near the paper and when you see him or her. Squirt, squirt squirt.
Pick him up look him in the eye and say NO. Be firm.
This works as well for me as anything.

The only thing that works is to close the bathroom door. I can't even leave the door open when I shower because my two just go nuts everytime they are in there...............

put hotsauce in the cat mouth or on the toilet paper and i bet the cat won't eat it anymore.
