Either keep the door to the bathroom closed or if that is where you keep the litter box, keep it under the cabinet or get one of those storage containers that is made for toilet paper.

quit using toilet paper ;-)

ok, seriously, you can try using more expensive perfumed or lotioned paper. sometimes the additives will taste or smell bad enough to them they will refrain from chewing...try various types or brands until you find the one they dislike
