For all involved, you first need to be honest with yourself. If not, you will lose your best friend from being jealous of her, and you will definitely lose the exbf now a friend because you are bugging over his feelings for your best friend. Just lay it on the line. He may still like your best friend, but at least you got it off of your chest.
I mean, in all honesty, if something would not have gone wrong you two would still be together, right?

If he's willing to put you in such an emotional circumstance, then he isn't your friend. Still be in love with him or whatever, but it's fairly obvious that as a friend, he doesn't care very much about your feelings. If your girlfriend is willing to do that without any consideration for you either, then she isn't a very good friend.
You can't control him and you can't control her. Just realize what their behaviors regarding an ex-relationship (which most people realize from experience, carries emotional baggage) mean about their feelings for you.

Oh yes you can say no to him. I thought you said you loved him? If you love him you don't help him get together with your best friend now do you? That is crazy! You tell him if he wants to get together with your best friend then he has to do it on his own, after you tell him that tell him you want him back and that's why you won't help him.

Tell him that you still have feelings for him, and that because of that you're not comfortable getting involved in his love life right now.

Yes you could say no! Don't tell him you're still feeling him, just tell him that it's awkward to assist him in his new love affairs.

Tell him no if he wants her, he's on his own. And if your best friend goes for it then, she's not your best friend!
