I don't ever get snow where I live, but we get a lot of tropical flooding and I get a lot of callouts (paramedic) to areas that have been totally cut off.
If you call for any emergency service, they will try *everything* to get someone out to you. Most services have access to helicopters, SUVs, boats, planes, etc and these are the avenues we go down to try to get you the help you need. The only time I have seen service refused is during the peak of a cyclone when it is too dangerous to venture outside in any emergency vehicle.
Any incident not responded to gets investigated to see if we could have tried any other option and to try and improve our response capability the next time.

In cities with snow, the plows clear the main roads first, including those to emergency services. Emergency vehicles have chains and snow tires, too.
Though the ambulance may not get there, I would expect the fire personnel can and many are EMT's.
Otherwise, a person hopes they don't need medical services during a blizzard.

I am an EMT during a blizzard or other hazardous weather if someone needs ambulance, fire or police services they still can get these services. Their response times will for sure be slowers, howevere, you still will get the service you need.

The Emergancy services do the best they can, if possible they use four wehel drives, sometimes snow mobiles,
But in the end, often no help can get out and they have to deal with it on thier own.

I went into the EMS services the first time I graduated from college. The only thing that impeded us here in the South was floods. We had a high powered boat to cross rampaging water.
I've never dealt with snow.

They die like the Lord intended. To think He wanted to make sure by placing them in that situation when He knows an ambulance can't get through. Those people should take the hint. Their screwed.

I would think a helicopter is needed, but all electrical systems are all down, so you might need home emergency equipment. they'd be lucky if their house buddy where a docter/nuse.

Hopefully there's someone about with first aid training> If there's no lifeflight in the area they could be stuck.
