Remember - children are doing the best they can, usually all they want to do is please their parents. Kids that consistently act out can be suffering from some sort of discomfort or reacting to some stimuli that makes it hard for them to behave "normally". Lots of patience and love for your child and yourself will help most in the end.
I will say that one of the best tricks I have learned is to put olive oil on the child's back, just below the ribs. That feeds the adrenal glands essential fatty acids and I have seen it turn a frantic child into a peaceful child just about instantly.
Without more information, it is hard for me to give more detailed advice on how to handle the child. Is he hitting, lying, tantrums? People think very highly of Time Outs for kids - there are a lot of resources on line for handling kid's behavior. Try http://www.parentcenter.com or http://www.mothering.com/ - they have lots of articles and expert advise on dealing with small kids.

More info needed......but,
Always discipline a child with a loving touch! Remember that the discipline is needed by the child to learn boundaries and is not a way for adults to vent out their anger.
Consistancy is the key and physical punishment is hardly ever needed....for instance if they run in the street, I would give them a swat but generally a time out will do the trick.
If it is a teen....that's a whole other can of worms! : )~
I suggest reading the book by the "Super Nanny"! She has great advice!!

When she attempts to slap you grab her arm and tell her no in a very stern manner- dont let her do it. Put her in time out until behavior improves.When she shouts talk very quietly and tell her her behavior is unacceptable and she can not shout at you. then put in time out. be consistent.

Disipline- Spare the rod spoil the child. This is true I am a living witness and so are my children who are now great kids becuase of this practice.
