Simply that when one has a problem they find comfort in knowing there are others with this problem too. It is much easier to bear a burden if you are not alone. It can also mean that people like to share their misery with others.

When 'someone' is feeling bad (miserable), they don't want others around them feeling happy - envious. So, the miserable person wants others to feel misery as well so to make them both on equal ground.
