It is called Magnaflux testing. If you have a suspected crack, you deposit some ferromagnetic particles and turn the electromagnet device on, which will temporarily magnetize your item being tested. Magnetic flux lines are very orderly, but they get disrupted by cracks and the particles spin off in erratic patterns and give away the crack, or not, sometimes there is no crack. The case you are referring to is a cracked weld. Keep in mind, this won't work on non ferromagnetic materials, aluminum, some stainless, etc.

You magnetize the item to be checked and pour metal filings on it. The filings will gather and reveal cracks not even seen by the naked eye
