Pilates or tae bo would use the abdominal muscles, but won't do a thing to "tone" the muscles. Toning is a result of a good diet, and not a million crunches or hours of tao bo. Those exercises use the muscles, but that's got nothing to do with where fat is.
Exercise is great, and you should do it, but tighten up your diet, too.
Oh, and being a woman has nothing to do with it. Your body processes fuels and receives stimulus from exercise just like a man's body.

All will tone your abs, it depends on what you like. Tae-bo is more of a hard-core workout, pilates is more relaxing, and I consider belly dancing to be really a lot of fun. I belly dance, so I'll tell you my perspective on that. It's a lot of fun, as I said, but if you want toning you're better off doing "drills" like you would do sit ups to just work your abs. A lot of classes won't make you sweat, per say, and you'll feel more fit but it won't do just your abs so you won't see fast results. However, I both take classes to learn TO dance, and am also devoted to my workout videos (I have Goddess Workout with Dolphina tapes and Neena and Veena or Bellytwins tapes). The Neena and Veena tapes (also called Bellytwins, go to Bellytwins.com) are especially great, and they have one that's just arms and abs, and one that's just hips/buns/thighs. I actually find the hips/buns/thighs one is better for my abs because it makes me do more cardio workout, which burns fat. Toning, of course, does nothing visually for you unless you do fat burning workout to get rid of the fat over the muscle. Tae-bo, as I understand it (never done it personally, but my best bud has) and it seems to be more cardio type of a thing, which will help burn fat. Pilates, which my sister does, works well but she finds it to be a little boring so she can't stick to it. I would recommend doing some sort of fat burning workout (that bellytwins website I mentioned has a GREAT fat burning workout) 3-4 times a week and then do a toning workout in between. Try them out! Go to the video store and rent a few tapes to get a taste! Amazon has a lot of that kind of stuff used for a few bucks, if that. I think most of my tapes cost me under $5, shipping included.
