since 11 month you are an usc(i saw it in your other question )and you already in trouble?go to an us embassy they might help you . i hope you dont really think that someone just gonna send you some dollars. the whole story sounds as a scam

If a person applies for a U.S. passport or other consular services abroad, and that person's name does not clear the Passport Name Check System due to an outstanding child support obligation certified by HHS, the U.S. embassy or consulate will deny the request for a passport or revoke a passport already issued.
The person may be issued a limited validity passport which is also limited for return to the United States. "
So go back to the US embassy, ask nicely for your return-only passport, go home, get a job, and pay your child support!

I do not think so....... first of all as a USA citizen the US Embassy or Consular issues your passport, not the foreign country. What you are saying is the US Embassy is requiring you to pay $11,500 before they will issue you a pp. If you did not have a pp how did you get into the foreign county to begin with?
There is something very wrong with this.. so I agree this screams scam.

You wont be able to get a renewed passport. You can get a one way restricted passport back to the US but will be taken into custody upon return.

Call the consulate. If you are really a US citizen, they will help you. You will likely still have to pay, but you should be able to do it from home.
(They will likely garnish your wages under a US court order.)
