I think that you mean an individual soldier's service number. If you know what regiment he served in google the regiment's name and follow any contact addresse that pop up. Otherwise Friends Reunited might give you a clue through ex-comrades

Believe it or not just enter the Country, what branch of the service, and the Regimental numbers into any search engine.If you had given that info you would get a much better answer.

firstly you have to validate your reason for wanting this information. How do you know when it was issued? if you have that info you could go to your local army recruitment office. They will then decide wehter or not to release that info as it is quite sensative information.
