To start, if you dont know the person´s surname you put: Dear sir/madam,
If you know his or her surname you put: Dear (surname),
You continue with the reasons why you are writing
for example: I am replying to your advertisement in (the name of the newspaper or place where they put the advertisment) for the position of assistant.
The second paragraph must be abput your qualifications.. you can start with something like this:
As you will see from the encloused application, I am form former Soviet country (and so on).. Never put something that could be a negative point for you... if the english language is a problem to you, just dont mention it.. emphasize on the good thing, like you speaking turkish
In the third paragraph talk about your experience.
And finally, you give an ending.. with something like: I look forward to hearing from you.
Yours sincerely, (your name and surname)

Admission Assitant Position
My advantages are :
I’m from a former Soviet country and I can easily communicate with all Soviet countries in Russian
I am familiar with the cultures of this countries.
I also speak Turkish, which is the second spoken language in these countries, and I also have good connections in these countries, which I made in previous visits.
Just a few small changes, your English is very good.

Why bother applying if your English is not good enough. If we help you and you got the job are you going to come on here all the time asking for our help because you cannot read or write proper English. You are under qualified for the job. You would do better enrolling yourself into English classes and when you can speak our language properly then you will be more competent when you apply for our jobs. Sorry to be so blunt but there are too many immigrants taking our jobs for less money and they are often not qualified. This is most annoying to people who have studied hard to achieve their goals only to find out their prospects of employment in their own country are reduced by cheap unqualified immigrant labour, that somehow managed to get a job with the help of people on Yahoo Answers.
