I think it is called a sugar cookie, but it is fluffy with a cake like texture to it. And they are made by dropping spoonfulls of dough on baking sheet. They are also topped with colored sugar.

Cake Mix Cookies

INGREDIENTS:
1 - 18.25 ounce box cake mix
1/2 cup vegetable oil
2 eggs
2 cups of *
PREPARATION:
Preheat oven to 350 degrees F. Lightly grease cookie sheet(s). Mix together cake mix, vegetable oil, and eggs in a large bowl. Stir in *. Make little balls with the dough and put on cookie sheets. Bake for 8 to 10 minutes.

Remove from pan and cool on wire cooling racks.
* This can be 2 cups of the following or a combination of a cup of each addition: chocolate chips, coarsely chopped semi-sweet chocolate, white chocolate chips, peanut butter chips, butterscotch chips, raisins, coconut, toasted-coarsely chopped nuts (pecans, walnuts), brickle chips, and so on.

Either Drop Cookies, or maybe Mexican Wedding Cake cookies...the latter would be my guess, although I'm not sure I've ever seen them with colored sugar...just powdered sugar. Below is the recipe just in case it's what you're looking for!

1 pound (500 grams) unsalted butter, at room temperature
1 cup (4 ounces/125 grams) plus powdered sugar
2 tablespoons vanilla
1 teaspoon salt
2 cups (8 ounces/250 grams) finely chopped pecans
5 cups (15 ounces/470 grams) sifted cake flour
PREPARATION:
Preheat oven to 350°F (180°C). Butter 2 baking sheets. In a bowl, using an electric mixer set on medium speed, beat together the butter and the 1 cup (4 oz/125 g) confectioners’ sugar until light and fluffy, 10-15 minutes.

Add the vanilla, salt and pecans and beat just until combined. Using a wooden spoon, stir in the flour, being careful not to overmix. Form the dough into walnut-sized pieces and place on the prepared baking sheets. Bake just until very lightly browned on the bottoms, 10-12 minutes, switching pan positions halfway through baking.
Remove from the oven and set the baking sheets on wire racks to cool. Place confectioners’ sugar in a large bowl. When the cookies are cool enough to handle, place a few at a time in the bowl and toss gently to coat them on all sides. As the cookies continue to cool, occasionally toss them again with sugar, trying to coat with as much sugar as possible. When fully cooled, serve the cookies or place in an airtight container and store at room temperature for up to 1 week.

EASY CUT OUT COOKIES & GLAZE

3 c. flour
1 tsp. baking soda
1 c. shortening
4 tbsp. milk
2 tsp. baking powder
1/2 tsp. nutmeg
2 eggs
1 c. sugar
1 tsp. vanilla

GLAZE:

1 c. powdered sugar
5-6 tsp. water
Food color (opt.)

Sift together flour, baking powder, baking soda and nutmeg. Cut in shortening. In another bowl, beat eggs and then add sugar, milk and vanilla. Add to the flour mixture and mix well. Chill dough. Roll thin, cut and place on a cookie sheet. Bake at 350 degrees until nicely browned, about 10 minutes.

Blend powdered sugar and water. Add food color if desired. Brush glaze over cookies while warm.
