If you have voice recognition software. You can configure it in Windows, but good VRS software isn't cheap. Dragon Speaking Naturally is one, but there are links to some free software. Try here for links:

There is a software called voice recognisation software which recognizes voices and converts into commands but these softwares are not too easy to use.
