if i go to mall and if a girl passes by me and says hi. what should i do say hi or just talk to her.

You say "hi" back and maybe say next " how are you"? If she shows no interest than move on! Sometimes I will say hi just to be nice and I keep on walking! Just watch her body language...if she keeps on moving then forget it...you keep on going!
