It depends on what state you live in but you are permitted to do any work on the inside of the house with out a permit as long as you are not changing the structure (ex. turning two small rooms into one larger room) if you are just making a repair rather than a home improvement usually a permit is not required

yes you need a permit. By pulling a permit this also gives you a paper trail so that if you go to sell the house all work done was approved by the building inspector and everything is up to code so the new owner will not be able to try to knock off some money.

This depends totally on the town that you live in. Where I live, you only need a permit when you add or change something. No permit is required when repairing. Where my sister lives, everything done to a structure must have a permit. Check with your town.
