Hello,

YES! The answer is that inorder for your Dell Laptop to communicate smoothly with your Samsung mobile phone, windows needs to have a bluetooth service installed and enabled.

This would be done by installing either a specific bluetooth device driver (a small peice of software) for windows or whatever your OS is (linux, Mac, etc). Or a special bluetooth for mobiles or bluetooth for Samsung software package, either way the result would be the same. This would enable the mobile to use your laptop and visa versa.

**So my guess is that the current error message is telling you your DELL is missing this service or if windows already has this service installed its NOT enabled (turned on). Hence no link possible.

**remember: (tip) for every peice of hardware you have, it has to have an associated peice of software for it to work. That applies to ALL computing too.

Hope that helps?
