I currently use Photoshop CS. I have recently found out all of its capabilities after playing around with and looking at tutorials. Although I am sure I will improve over time, I can't help by notice that other photographers editted photos look almost unrealistic and full of fantasy. What other photo retouching programs are out there? Or the best? Or a reasonable one?

No, you have not "found out all of its capabilities." You can write an 800 page book about Photoshop that just covers the basics for beginners. Keep working at it, most of the photos you've seen were indeed done in Photoshop. Paint Shop Pro (PSP) is comparable, but pretty much does the same things. I'd say pick one or the other, neither is better, and that way you only need to learn one set of shortcuts.

If you want more fun tools, search around the internet (start at download.com for example) for random "generic" editing programs. They aren't all-encompassing like PS or PSP, but there are thousands of free ones, and some of them will have some neat effects (ahem, "flaws") that will turn out unique and really cool.

Those are professionally retouched and there aren't any tips to make them similar, that's a skill set and takes some serious time to learn to do it well and even then it's not easy. For instance, the eyes in the first example and the series it came from is a technique called 'Hollywood Eyes' and it is way overdone in the whole series of shots by that studio. There are some programs that you can use to get an effect that is hints at this type of retouching, such as Portrait Professional Studio at nearly $100.00 USD. For the kind of retouching you are looking at you can expect to pay some serious money to a pro retoucher. This isn't strange because people aren't used to it, it's aberrant behavior on the part of the parents and putting very, very young girls in contest situations where they engage in behaviors and practices that are socially recognized as sexy and appropriate for adults: wearing heavy makeup to emphasize full lips, long eyelashes, and flushed cheeks, high heels, revealing evening gowns and acting in ways that mimic grown women is objectively sexualizing them. Ninja is right. I have used Photoshop CS for over a year and have only scratched the surface of its capabilities. In addition to the program itself there are an untold number of plug-ins, both free and for purchase, that add all sorts of effects for simple tweaks to extreme.
