If he's a friend of yours, don't invest a lot of emotion into this just yet, because if he doesn't feel the same way it could put a bit of a strain on the friendship. Just suggest hanging out alone and bring the fact that you have feelings for him into the conversation. If he feels the same way: fantastic! If he doesn't: don't sweat it. It doesn't mean he dislikes you, he just may see you as too close of a friend to be intimate with.
If he's not a friend of yours, approach him and say that you've seen him around and he seemed like a really interesting person. Suggest getting to know each other in some kind of neutral setting, like hanging out with friends or studying together or something like that. Or, if you're feeling a bit bold, just ask him out on the spot. No matter what his response is, pat yourself on the back for having the courage to let him know how you feel, and don't feel ashamed of the outcome.
Good luck!

Girl, step up and tell him, because if you don't the next girl will.Just tell him, make it as if you are joking and hint to him how cute you think he is or how funny. Appear to be nonchalant yet serious about what you are saying. In a cool, confident sexy manner.

Walk up within listening range, tap him on the shoulder and say"Hey, (insert name here) I really like you!". It works, trust me.

Body languages or verbal communication.
But tell it to him slowly because you don't want to surprize him.
